A real snake fence is a physical barrier, not a deterrent. Rattlesnakes don't avoid yards because of smell or sound — they avoid them because they physically can't get in. Fine galvanized mesh, tall enough that they can't climb, buried deep enough that they can't push under, with no gaps at the gates. That's the whole science of it.
A fence keeps snakes out of the yard. The environment around the fence decides whether they show up at the perimeter in the first place.
